After cleaning the fuel tank, You may also check the fuel pump. Rust particles can accumulate at the fuel inlet and clogged the mesh in the fuel pump. I know there should be a mash filter in the fuel tank but mine is broken already.

No update for a while. Spent last two days working on my Mini. So far replaced the carb, adjusted the fuel pressure regulator to 4 psi, changed the spark plugs, spark plug cables, also replaced the ECU hose. Clean the pipe which connects to turbo bar gauge.
