The engine paint is just Halfords own engine enamel but it is a pretty good match to the original and I've used it before on other cars and it goes on well and does not crack, peel etc.

The fuel pump relay is a sod to get to it's a dash out job. It's bolted right in the middle behind the dash and is pink from what I remember. If it's got a spark OK it's probably the fuel pump that has stuck. Get underneath and give it a few good whacks while someone cranks the engine over. You should be able to hear the pump running.
